Massachusetts

Massachusetts is updating clean energy permitting to make it faster, simpler, and fairer. Under current rules, approvals can be slow and inconsistent, holding up clean energy projects. Communities should be aware of two new regulations:

  • 225 CMR 29.00 – for small, local projects like community solar or small battery storage.
  • EFSB 25‑10 – for larger or state-level projects like big solar farms, wind, or transmission projects.
